An initiative by Los Angeles officials to figure out how to test plans to remove police from traffic enforcement is running behind schedule — again.

Inspections of California’s more than 400 traffic violator schools have effectively ceased in recent months, since the state Department of Motor Vehicles declined to renew its contract with a private monitoring agency tasked with regulating a long-troubled industry.

The control tower at Hollywood Burbank Airport did not have staff from 4:15 p.m. to 10 p.m. local time on Monday, according to The Los Angeles Times. Outgoing flights were delayed an average of two hours and 31 minutes because of the shortage, and 12 flights were canceled.

By Monday evening, the FAA was reporting that staffing shortages were creating delays in the Burbank, Newark and Denver airports.

The FAA assured that it was trying to pull in additional staff sooner than 10 p.m., but couldn’t guarantee the gap would be filled in time.
