A three-judge panel of the 9th U.S. Circuit Court of Appeals issued a temporary administrative hold Wednesday afternoon on Immergut’s ruling as it prepared to hear arguments from the federal government, state of Oregon and city of Portland on whether to grant a longer hold based on the merits of the case pending appeal.
